High-Level Dialogue Summary
The High-Level Dialogue facilitated valuable and constructive exchanges, identifying new paths to advance bilateral cooperation in climate, energy, and environmental policies. Both parties discussed their respective domestic policies, bilateral cooperation, and multilateral negotiations. They reaffirmed that the High-Level Environment and Climate Dialogue (HECD) is a key platform for exchanging views, fostering cooperation, and advancing implementation and ambition.
Two separate dialogues on circular economy and energy were co-chaired by Jessika Roswall and Dan, respectively.
Climate
Both parties emphasized the importance of multilateralism and reducing emissions, committing to cooperate towards COP30. They exchanged views on implementing current Nationally Determined Contributions (NDC) objectives and discussed mitigation ambitions for new NDCs due ahead of COP30 in Belém. Key future bilateral activities included carbon markets, CBAM, finance for resilience, adaptation, and Just Transition.
Environment
- At the HECD, both parties highlighted global environmental challenges and the need for a sustainable,
- Circular economy that protects nature. They agreed on the importance of concluding a balanced
- Ambitious global plastics treaty and continuing bilateral cooperation towards COP17
- Tthe implementation of the Kunming-Montreal Global Biodiversity Framework.
- Discussions covered cooperation areas such as water, pollution, deforestation, wildlife, and biodiversity.
Circular Economy Dialogue
The Circular Economy Dialogue, between Vice-Chairman Li Chunlin of China’s National Development and Reform Commission and Jessika Roswall, EU Commissioner for Environment, Water Resilience, and a Competitive Circular Economy, reaffirmed their commitment to cooperate under the EU-China Memorandum of Understanding on Circular Economy. Both sides agreed to identify joint activities for the EU-China Roadmap on Circular Economy, including sharing best practices on circularity, markets for recyclates, ecodesign, and addressing opportunities and challenges in the circular economy for plastics.
